Recently, the rapid development of AI technology has made the use of human voices and likenesses a major issue. Even within the government,Report of the Ministry of Economy, Trade and Industry's "Study Group on the Protection of Publicity Value under the Unfair Competition Prevention Act" (March 2025),Ministry of Justice, "Summary Report of the Study Group on the Nature of Civil Liability for Unauthorized Use of Portraits, Voices, etc. - Interpretation Guidelines Regarding Infringement of Publicity Rights by Generating AI" (August 2026)This has been made public. Furthermore, this issue has become a major international problem, and differences in national systems are a very significant point of contention.
This seminar is a joint research project between Japan and the UK.The "Deepfake Roundtable" was held on December 16, 2024.Based on that, this report clarifies the latest situation and the remaining challenges.
